Tribute was paid to the memory of the Honourable Senator Macdonald (Cape Breton), whose death occurred June 20, 1997.
The Senate observed a minute of silence. Tribute was paid to the memory of the Honourable Senator Rizzuto, whose death occurred August 3, 1997.

Introduction and First Reading of Government Bills
The Honourable Senator Graham, P.C. presented Bill S-2, An Act to amend the Canadian Transportation Accident Investigation and Safety Board Act and to make a consequential amendment to another Act.The Bill was read the first time.
The Honourable Senator Graham, P.C. moved, seconded by the Honourable Senator Callbeck, that the Bill be placed on the Orders of the Day for a second reading on Thursday next, October 2, 1997.
The question being put on the motion, it was adopted. The Honourable Senator Graham, P.C. presented Bill S-3, An Act to amend the Pension Benefits Standards Act, 1985 and the Office of the Superintendent of Financial Institutions Act.
